Technology, Accountability, and Reform: Transforming Education Systems in Low-Income Contexts

The study explores the interplay of economic, pedagogical, and systemic factors that hinder effective schooling despite increased enrolment efforts. The research examines interventions such as reducing out-of-pocket costs, conditional cash transfers, health-based programs, and technology-driven solutions aimed at increasing school participation. A critical concern highlighted is that while such interventions often improve enrolment, they do little to enhance actual learning outcomes. The study emphasizes the importance of pedagogical reforms that tailor instruction to individual student learning levels, showing these to be more effective and cost-efficient than traditional measures like hiring more teachers or supplying materials. It further analyzes the role of teacher accountability and incentive structures—especially short-term local contracts—and their impact on educational quality. Technology is presented as both a pedagogical tool and an accountability mechanism with transformative potential, though its success is contingent on infrastructural and contextual readiness.
